Fiumicino, 26 June 2026 – Ensuring a safe, orderly and high-quality airport experience also means tackling the issue of unruly passengers and promoting a culture of respect towards all those working at airports. It was with this aim in mind that a Memorandum of Understanding (MoU) was signed yesterday to tackle inappropriate conduct towards personnel working at Fiumicino and Ciampino airports. The MoU was signed in the presence of Chief Aviation Officer Ivan Bassato and SVP Human Capital, Organisation & Procurement Alberto Valenza, representing Aeroporti di Roma; ENAC Airport Director for Fiumicino and Ciampino, Patrizia Terlizzi; Director-General of Public Security, Vincenzo Trombadore, Director of the 5th Border Police Zone for Lazio, Umbria and Sardinia, Vincenzo Trombadore; and the heads of the regional branches of Filt-Cgil, Gianni Guerci; of FIT-CISL, Stefania Fabbri; of Uiltrasporti, Giuliano Scarselletti; and of UGL Trasporto Aereo, Fabrizio De Acutis.
The new MoU, specifically designed for the Fiumicino and Ciampino airports, forms part of the process launched at national level with the Memorandum of Understanding signed last October by ENAC Director-General Alexander D’Orsogna, Prefect Claudio Galzerano, Central Director of Immigration and Border Police at the Department of Public Security of the Ministry of the Interior, and the main air transport associations. This national-level MoU aims to strengthen measures to prevent aggressive or harassing conduct towards airport personnel as well as to raise awareness of the unacceptability of such conduct and its possible consequences. Against this backdrop, the MoU signed yesterday sets out these objectives for Rome’s airports, providing for targeted measures to promote the preparedness of personnel and raise their awareness, so as to facilitate the timely identification of potential critical issues and more effective management of incidents. The programme of activities also includes the first operational meeting, which took place in recent days and involved not only ADR’s Chief Executive Officer Marco Troncone but also representatives from ENAC Security Directorate, representatives from ITA Airways and Director-General of Public Security, Vincenzo Trombadore, Director of the 5th Border Police Zone for Lazio, Vincenzo Trombadore. The latter stated that this initiative confirms the strength of a long-standing, effective and enduring cooperation between institutions. Coordination between the Border Police (a division of the Central Directorate for Immigration and Border Police within the Department of Public Security of the Ministry of the Interior), ENAC, ADR, airlines and social partners is crucial for preventing and promptly managing critical issues, strengthening security and operational continuity – factors that contribute to making Rome Fiumicino one of the best airports in the world. The focus of the meeting was a preview of the new institutional communication initiatives to be rolled out for passengers at Leonardo da Vinci airport, featuring information kiosks, digital content and messages encouraging respect for airport personnel and cooperation at the various stages of the journey.
In addition to awareness-raising initiatives on how to behave on the ground and during flights, operational measures will be put in place to ensure the preventative and prompt management of critical incidents. In particular, dedicated telephone lines will be made available for reporting dangerous situations to the ADR Security Operations Centres at Fiumicino and Ciampino airports, which will then alert the Border Police stationed at the airports and, where necessary, medical staff. The operating procedures will be formalised as part of the Fiumicino and Ciampino Airport Regulations, so as to ensure the widest possible dissemination among all personnel potentially and to further strengthen the airports’ competitiveness, also to the benefit of carriers.
The additional measures that ADR will implement for its personnel also include the assessment of tools to support security, such as body cameras or the extension of video surveillance in the most sensitive areas, alongside training programmes for managing conflict situations and psychological and legal support services for employees who are victims of assault. To ensure the effectiveness of the measures adopted, the MoU also provides for the establishment of a Monitoring Committee for Fiumicino and Ciampino, comprising 14 members, tasked with monitoring recorded incidents, analysing their causes and formulating any operational proposals.
